Plan Review Process

  Plan Review Process

Act 368, P.A. of 1978, Part 129, Section 12911 states: "When a food service establishment is constructed, remodeled or when an existing structure is converted to use as a food service establishment, properly prepared plans and specifications for the construction, remodeling, or alteration shall be submitted to the local health department for review.

Plan Submittal

All food service plans received by the Livingston County Health Department are logged into a food service plan review book and assigned a number. The entry into the log typically includes the date received, appropriate fee paid and the signature or initials of the person receiving the plans. All food service plans received are then routed to the Food Program Coordinator."

Preliminary Plan Review

A preliminary review of the plans as submitted are conducted by the food program coordinator. The preliminary review will verify that the plans were logged in properly, the proper fee has been paid and the plans submitted include the following information:

Electrical Plan
Equipment List (brochures and specification sheets)
List of Materials (floors, walls, ceilings, storage and preparation areas)
On site Sewage Plan (Livingston County Permit Number)
On site Potable Water Supply (Livingston County Permit Number)

If the plans are not complete at the time they are submitted, a letter is sent to the owner/operator, engineer, or architect stating that the plans cannot be approved as submitted and the review process will not be completed until the additional requested information is received by the Livingston County Health Department.

Routine Plan Review

A routine plan review can proceed after all the plans, specifications, checklists are available, including the additional information requested from the preliminary plan review if applicable. A thorough plan review will follow the plan review checklist for structural materials, equipment design, layout, seating, menu, storage, refrigeration, lighting, ventilation, dish washing, HACCP, cleaning methods, on site sewage, potable water supply, plumbing, manager certification and employee training.

Modified Plan Review

When an existing food service establishment purchases new equipment or desires to make cosmetic changes only to the facility, a modified plan review of the new equipment and a description of the facility shall be conducted. The required fee may be waived for a partial or modified plan which includes only a new equipment list and/or minor changes to the decor of the food service establishment.

When the plan review process has been completed, a plan review approval letter will include a statement approving the plans as submitted and the requirement for an opening inspection, ventilation air balance report and application for licensure.
